So, then, as the defenders hold fewer and fewer systems, the likelyhood that a plex will spawn in their system, allowing the oppourtunity to save that system, dimishes? Seems broke as hell to me.

I get that it is random, but how? I've gone through entire FW zones and not found a single plex. Are there only so many generated in a given day? Do they never respawn after they are done until the next DT?
